Moving a Salon or Spa in Dubai: License, Fit-Out & Chair Logistics

Salons move often. The average lease runs 2 to 3 years, rents shift, a landlord raises on renewal, and the owner starts scouting a new unit. We've moved more than 30 salon and spa businesses in the past 18 months — hair salons in JLT, spas on Al Wasl Road, barbershops in Al Qusais — and every single owner discovered the same thing: the license transfer is harder than the move.

The move itself takes a night. The license workflow takes three to six weeks. Sequence it wrong and your chairs sit in a warehouse while you pay rent on two units.

Three Regulators, Not One

A salon relocation in Dubai touches three different authorities, and none of them talk to each other:

  • DED (Department of Economic Development): change of address on the commercial license. Straightforward if the new unit is in a DED-zoned area.
  • Dubai Municipality: the salon health card is address-specific. You don't transfer it — you cancel the old and apply fresh for the new location. This catches out 9 out of 10 owners.
  • Trakhees (if you're in JAFZA, DWC, or Palm Jumeirah): separate approval chain, separate inspector, separate timeline.

For a mainland-to-mainland move, budget AED 1,800 to AED 3,500 in fees and 15 to 25 working days. For a mainland-to-free-zone move, double both numbers.

The Fit-Out Trap

If the new unit's plumbing, electrical, or layout changes in any meaningful way, DED wants a fresh fit-out approval before it will issue the updated license. Wash stations, pedicure basins, steam rooms — all require drawings signed by a DM-approved contractor. Civil Defence signs off separately on fire safety, which is straightforward for a hair salon but gets detailed for spas with saunas, steam rooms, or laser devices.

We've seen owners sign a lease on a shell unit assuming they can "just move the chairs in" — then find out 10 days in that the unit has no hot-water risers and needs plumbing rework. Lease carefully. Visit with a contractor before you sign.

The Equipment That Breaks First

Salon and spa equipment is engineered to sit still. Move it, and certain parts fail. Over our last 30+ salon moves, here's what gets damaged most:

  • Hydraulic styling chairs: the pump seals leak if the chair is tilted past 60°. Pack them upright in crates, never on their sides.
  • Plumbed shampoo units: the drain trap holds residual water. If it's not drained and capped, it leaks into the truck floor within an hour.
  • Massage beds (electric): the motor and control box are the expensive parts. They live under the bed and are almost always the first things to crack when a mover carries the bed awkwardly.
  • Laser and IPL machines: calibration is sensitive. Some manufacturers void warranty if transported without the original crate.
  • Product inventory: MoH-controlled items (certain peels, injectables) must stay with a licensed professional — not stacked in a moving truck with shampoo.

Mall Salons and the 10 PM Rule

If your salon is in Dubai Mall, Mall of the Emirates, Ibn Battuta, or any of the major retail centres, forget about moving during the day. Mall management requires after-hours access — typically 10 PM to 6 AM — plus an RTA permit for the loading-dock entry and a security escort. Budget AED 500 to AED 1,500 in mall fees on top of the move itself.

Out-of-hours moves also mean your crew works through the night. Most movers charge a 25% to 40% premium for mall after-hours work. Factor it in before you sign the new lease.

The Downtime Window

Realistic salon downtime for a well-planned relocation is 3 to 7 days. That's the period when you cannot take bookings. Most owners compress it by:

  1. Getting the new unit fit-out-complete and DM-inspected before touching the old unit
  2. Moving equipment over a single 24-hour window (usually Thursday night to Friday morning)
  3. Keeping the old unit's sign up for 2 extra weeks to catch walk-ins and redirect them
  4. Messaging regular clients via WhatsApp with the new address 10 days in advance

Badly-planned moves stretch to 2 to 4 weeks of downtime, which on a mid-tier salon burns AED 30,000 to AED 80,000 in lost revenue. The license delay is where the money leaks.

What It Costs

For a typical 6-chair salon with a nail station and 2 treatment rooms:

  • License transfers (DED + DM + fit-out): AED 2,500 to AED 5,500
  • Civil Defence: AED 1,200 to AED 2,500
  • Physical move (2-3 movers, truck, packing): AED 3,500 to AED 7,000
  • Out-of-hours mall surcharge (if applicable): AED 1,500 to AED 3,000
  • Equipment insurance rider: AED 500 to AED 1,200 per trip

Total all-in: AED 8,000 to AED 17,000 for a standard salon move. Spas with laser equipment or saunas trend higher — closer to AED 20,000 to AED 35,000 depending on what has to be disassembled.

Timing the Move Around Your Busiest Clients

Salons and spas have predictable revenue cycles tied to clientele routines. Residential salons near Jumeirah and Umm Suqeim book solid in the run-up to Eid and New Year — those are your worst relocation windows because you lose appointments you won't recover. Business-district salons in DIFC and Business Bay peak on Thursdays for weekend prep. If you must move mid-year, target a 10-day window immediately after Eid or a late-summer lull (early August is usually quieter than late August).

Send your top 20 regulars a personal message two weeks before move-day with the new address, new parking notes, and a discount on their first appointment at the new location. That one gesture retains roughly 85% of high-value clients through a move. Skip it and retention drops to around 60%.

Frequently Asked Questions

Can I use my existing DM salon health card at the new address?

No. The Dubai Municipality salon and beauty health card is tied to a specific address and cannot be transferred. You must apply for a fresh card for the new location. Plan for a 10 to 20 working-day gap and don't schedule clients until the new card is issued — operating without it is a compoundable offence.

Do I need a new fit-out approval if the new unit already had a salon in it?

Usually yes, but the process is faster. DED will want to see that the existing fit-out matches your license scope — if you're adding laser services or a steam room, that's a new approval. If the layout is identical and you're taking over a same-category unit, a "same-use" declaration can cut the approval to 5 to 10 days.

Can the mover dismantle the plumbing on shampoo stations and pedicure chairs?

We handle the mechanical disconnect — capping drains, draining water lines, wrapping fittings — but the actual water supply shut-off should be done by the building's plumber or a licensed tradesman. That protects both the mover and the landlord if anything goes wrong. Expect AED 300 to AED 600 per plumbing disconnect.

How much notice do malls need for after-hours moves?

Most major Dubai malls require 10 to 14 working days notice for after-hours moves, including a loading-bay booking, RTA permit, and security escort approval. Some (Dubai Mall, Mall of the Emirates) ask for mover insurance documentation and a site safety plan. Submit the paperwork early — one missing document and the move gets rescheduled by a week.
