But the rabies titer test — a blood test proving the vaccine produced adequate antibodies — wasn't in the file. At Dubai Airport cargo, the Ministry of Climate Change and Environment (MOCCAE) inspector flagged it immediately. The lab spent 30 days in a government quarantine facility while the family scrambled to get a retroactive titer test processed from the UAE.

Importing a pet to Dubai is doable. Thousands of expats do it every year. But the process is unforgiving of mistakes, and the stakes are your animal's wellbeing.
The MOCCAE Import Permit: Where Everything Starts
MOCCAE (Ministry of Climate Change and Environment) controls all animal imports into the UAE. You cannot bring a pet into Dubai without their import permit. No exceptions.
Application details:
- Fee: AED 200 per animal
- Processing time: 3 business days to 2 weeks (apply early)
- Validity: 30-90 days from issue date (your pet must arrive within this window)
- Where to apply: MOCCAE website (moccae.gov.ae) or the MOCCAE app

The permit validity window is critical. If your pet's flight gets delayed beyond the permit expiry, you need a new permit. We've seen families caught out by shipping delays — the cargo booking changed by a week and suddenly their permit was expired. Apply with buffer time, and have your shipping dates confirmed before you apply.
The Vaccination Timeline: Get This Wrong and Nothing Else Matters
The vaccination sequence has a specific order and specific timing. Deviating from it invalidates the entire chain.
- Microchip first. Your pet must be microchipped BEFORE the rabies vaccination. If the rabies jab happens before the chip, MOCCAE won't accept it. The microchip must be ISO 11784/11785 compliant (15-digit). If your country uses a different standard, bring a compatible reader.
- Rabies vaccination. Administered at 12 weeks of age or older. Must be at least 21 days before travel but not more than 12 months (or as per the vaccine manufacturer's validity).
- Rabies titer test. A blood test taken at least 30 days after vaccination. Must show antibody levels of ≥0.5 IU/ml. This test must be done at an EU-approved laboratory (the list is on the European Commission website). Results take 2-4 weeks from the lab.
- Other vaccinations. Dogs: DHPP (distemper, hepatitis, parvovirus, parainfluenza) plus leptospirosis. Cats: FVRCP (feline viral rhinotracheitis, calicivirus, panleukopenia). All must be current.
- Health certificate. Issued by a licensed vet within 10 days of departure. Must be endorsed by the government veterinary authority of your origin country (APHA in the UK, USDA-APHIS in the US, etc.).
The total timeline from microchip to travel-ready is minimum 3-4 months. Start early. We cannot stress this enough — starting the process 6 weeks before your move is too late.
The Cargo-Only Rule
This surprises most people. Pets entering the UAE must travel as manifested cargo. Not in the cabin. Not as checked luggage. Cargo only.
The only exception is certified service dogs accompanying disabled passengers. Emotional support animals don't qualify.
What does cargo mean practically?
- Your pet travels in the aircraft's climate-controlled cargo hold in an IATA-approved crate
- You arrange shipping through a cargo agent or pet relocation service (not through the passenger booking)
- Your pet may arrive on a different flight than you
- Collection is from the cargo terminal, not the passenger arrivals hall
Cargo handling adds AED 3,000-8,000 to the total cost depending on the origin country, airline, and animal size. Emirates SkyCargo and Etihad Cargo are the most common carriers, both with established animal transport protocols.
Banned Breeds: Check Before You Plan
The UAE prohibits import of several dog breeds. If your dog is on this list, there's no workaround — no permit will be issued:
- Pit Bull Terrier (and all related breeds)
- Rottweiler
- Doberman Pinscher
- American Staffordshire Terrier
- Dogo Argentino
- Fila Brasileiro
- Japanese Tosa

Mixed breeds that visually resemble banned breeds can also be refused at the inspector's discretion. If your dog is a mix that might be flagged, get a breed identification certificate from your vet before applying for the permit.
