Liwan still rents 1-bedroom apartments under AED 50,000 a year. That sentence is doing a lot of work in the current Dubai market. Marina is north of AED 90,000 for the same square meterage, and JVC has crossed AED 70,000. Liwan stayed cheap because it's far, the master plan finished slowly, and most expats have never heard of it.
That's also why our moving teams know it well. We've done somewhere around 80 moves into Mazaya towers and Queue Point in the last 14 months. The patterns are predictable once you know the place.
Where Liwan Sits and Why That Matters
Liwan is a sub-community of Wadi Al Safa 5, off Al Ain Road (E66), south of Dubai Silicon Oasis. Driving in from Sheikh Zayed Road you take Al Ain Road east, exit at the DSO interchange, and feed into Liwan from the south side. The drive from Marina is 35-45 minutes off-peak, 70 minutes during the morning crush. The drive from Dubai Airport (DXB) is 22 minutes off-peak.
The community has two main residential zones: Mazaya towers (numbered roughly 1-30 across phases) and Queue Point, plus a handful of standalone Liwan apartment blocks. Confusingly, Mazaya buildings appear at addresses written as "Liwan", "Wadi Al Safa", and sometimes "Dubailand" — they're all the same place. Tell your driver "Mazaya cluster, Liwan, off Al Ain Road" and they'll know where to turn.
Mazaya Tower Move-In Mechanics
Mazaya towers are mid-rise (G+11 to G+15 typically) with one passenger lift and one freight lift each. The freight lifts are larger than Studio City's — internal dimensions usually 2.4m × 1.6m, 2,000kg capacity. A king-size mattress goes in upright with room to spare. Most sofas fit without disassembly.
Building access requires:
- Move-in NOC from the developer (Mazaya AED Real Estate or sub-developer)
- Tenant's Ejari plus Emirates ID copy
- Moving company trade licence and crew Emirates ID copies
- Refundable lift deposit (AED 300-500 depending on tower)
The deposits are slow to refund. Plan on 5-10 working days even if nothing's damaged. We collect on behalf of clients and pass the refund back; that simplifies the paperwork loop.
Queue Point Differences
Queue Point is a separate cluster of low-rise apartment blocks (G+4 typical), no freight lifts in some buildings, manual carry up stairs for high floors. We send a 5-person crew rather than a 4-person crew for any Queue Point move above the second floor. The labour cost goes up about AED 200-300 but the time saved makes the per-hour rate work out.
Stairwell width is 1.1m on the older blocks. A standard 3-seat sofa won't go up without tilting. We carry one specifically for these moves — older buildings in Al Warqa and Mirdif have similar constraints.

- 3-bed townhouse in Liwan → Arabian Ranches: AED 3,200-4,100
Liwan moves price competitively because the building access is friendlier than the high-rise central areas. The variable cost is distance to the destination — most expats moving in are coming from Sharjah, Bur Dubai, or Karama, and those routes hit traffic on Sheikh Mohammed Bin Zayed Road during peak hours.
Schools, Family Logistics, Day-to-Day
The school options shape Liwan's tenant mix. Royal Grammar School Dubai sits on the western edge of the community. GEMS Wellington Academy DSO is a 6-minute drive. The Indian Academy sits in adjacent Silicon Oasis, and there are several daycare and nursery options inside Liwan itself (Kids Castle, Kindersystem).
Grocery is mostly Carrefour Express and small minimarkets inside Mazaya retail blocks. There's a full Choithrams 4 minutes away in Silicon Oasis. The closest big mall is Dubai Outlet Mall (8 minutes) or Dubai Hills Mall (15 minutes via Al Khail Road).
If you have school-age kids, time the move during a school holiday rather than mid-term. The bus routing for several Dubai schools includes Liwan, and you'll want the address change registered before the next school week starts.
Truck Routing Notes
The Al Ain Road exit into Liwan is single-lane on the off-ramp and stacks up after 7:30am. We schedule Liwan move-ins for 9:30am or 4:30pm slots specifically because the morning rush clears by then. Coming from Marina or JLT, take Sheikh Mohammed Bin Zayed Road to Al Ain Road; coming from Business Bay or Downtown, the Al Khail Road route is faster.
Inside the community, the master road system is one-way in several spots. Mazaya Tower 18, for example, has a one-way feeder that requires the truck to enter from the eastern access. Get this wrong and you reverse 200m back out — not safe with a loaded truck.
What Liwan Lacks
Honest section. Liwan has thin restaurant choice, no metro station (the Blue Line will help when it opens but that's not soon), and limited entertainment inside the community. People living here drive everywhere. If you're someone who walks to dinner, this isn't your community. If you want to bank the AED 30,000-40,000 a year you save versus Marina and put it toward a deposit on a Dubai property purchase, Liwan does that math beautifully.
NOC and DEWA at the Move
Liwan uses standard DEWA for water and electricity (not Empower district cooling — most Mazaya towers have central A/C with chilled water billed separately by the developer). The chilled water charge is significant: budget AED 150-280 per month for a 1-bed and AED 250-450 per month for a 2-bed. It's an AED-per-RT-hour structure, not flat-rate.

Is Liwan a good area for families?
For families prioritising affordability and school access in the Silicon Oasis catchment, yes. The Mazaya 2-bed apartments give you decent square footage at half the Marina rate, and Royal Grammar Dubai plus GEMS Wellington DSO are both nearby. The trade-off is limited walk-to-dinner options and reliance on driving for everything outside the community.
How much is a 1-bed move into Liwan from Marina?
A standard 1-bedroom move from Marina to a Mazaya tower runs AED 1,650-2,050 with a 4-person crew, basic packing materials, and disassembly of bed and dining table. Add AED 350-500 for full-pack service. Same-week bookings cost about 12-18% more than a 7-day-ahead booking because the slot supply tightens.
Are there service lifts in every Mazaya tower?
Most Mazaya towers (1 through 30, across phases) have one passenger lift and one freight lift. A few of the smaller blocks have a single combined lift that crews share with residents on move-in days. Queue Point's lower-rise buildings often skip freight lifts entirely, which is why stair-carry pricing applies for upper floors there.
Will a moving truck struggle on the internal Liwan roads?
A 3-tonne truck is fine; a 7-tonne truck struggles on a few of the inner roads near Mazaya 12-18 because of one-way restrictions and tight turning radii. We default to 3-tonne or 5-tonne for Liwan moves and stage the truck on a community side-road if the building's loading bay is occupied.
