Building management won't let your movers past the lobby without one. And each developer handles permits differently.

What Is a Move-In Permit and Why Does It Exist?

A move-in permit is building management's way of controlling when moves happen. It reserves the service elevator, assigns a time slot, and ensures your moving company meets the building's insurance requirements. Without one, security will turn your movers away at the gate. No exceptions.

The permit typically covers:

  • Service elevator booking — usually in 4-hour blocks (8 AM–12 PM or 1 PM–5 PM)
  • Loading bay reservation — critical in towers with limited truck access
  • Insurance verification — your moving company needs AED 1 million minimum liability coverage
  • Refundable damage deposit — AED 1,000 to AED 5,000 depending on the building

Move-out permits follow the same process. Some buildings require both the outgoing and incoming tenant to have active permits on moving day.

Documents You'll Need (Every Developer Requires These)

Before you touch any portal or app, gather these documents. Every developer in Dubai requires the same core set:

  1. Signed tenancy contract (Ejari-registered if moving in; cancellation proof if moving out)
  2. Emirates ID copy — both sides
  3. Moving company trade license — must be current, not expired
  4. Moving company insurance certificate — minimum AED 1 million coverage
  5. Passport copy — some buildings request this for non-residents

Emaar Buildings: The Sakani Portal

Emaar manages the largest portfolio of residential buildings in Dubai — Downtown, Dubai Hills, Dubai Creek Harbour, Emaar Beachfront, Arabian Ranches, and more. All move-in/move-out permits go through the Sakani app or portal.

How to Apply

  1. Download the Sakani app or visit the Emaar owner/tenant portal
  2. Register your unit (you'll need your tenancy contract number)
  3. Navigate to "Move-In Request" or "Move-Out Request"
  4. Upload all required documents
  5. Select your preferred date and time slot
  6. Pay the permit fee (AED 200) and refundable deposit (AED 2,000–3,000)

Processing time: 3–5 working days. Don't count on faster approval, even if you call.

Important detail: Emaar buildings in Downtown Dubai only allow moves between 9 AM and 5 PM on weekdays. Saturday moves are possible but fill up fast — we've had clients wait two weeks for a Saturday slot at Burj Vista. If your schedule is flexible, aim for a Tuesday or Wednesday.

Nakheel Buildings: My Nakheel App

  1. Download My Nakheel app and register your unit
  2. Go to "Services" → "Move In/Out Request"

Processing time: 2–3 working days. Nakheel tends to be faster than Emaar.

Nakheel buildings on Palm Jumeirah have an extra wrinkle: truck access. Moving trucks over 7 tonnes can't cross the Palm monorail bridge approach without prior RTA approval. We use smaller trucks for Palm moves and shuttle loads — it adds about 90 minutes to a typical 2-bedroom move, but it keeps things legal.

Dubai Properties: RealConnect Portal

Dubai Properties manages buildings in Business Bay, JBR (some towers), Culture Village, and several Dubailand communities. Their system is the RealConnect portal.

How to Apply

  1. Visit the RealConnect website or app
  2. Register and link your tenancy contract
  3. Submit a move request with all required documents
  4. Pay via the portal (AED 150 fee + AED 1,500–2,500 deposit)

Processing time: 3–4 working days.

Business Bay towers managed by Dubai Properties often share loading bays with commercial tenants. If you're moving into Executive Towers or Bay Square, request the earliest morning slot. By 10 AM, delivery trucks for the retail units start competing for space.

Smaller Developers and Older Buildings

Not every building in Dubai belongs to a mega-developer. Smaller developers like Azizi, Danube, Samana, and Binghatti typically handle permits through their building management office — sometimes in person, sometimes via email.

The process is less standardised:

  • Call or visit the building management office
  • Submit documents (usually via email or WhatsApp)
  • Pay deposit in cash or by bank transfer (AED 1,000–3,000)
  • Receive a move-in approval letter or access card

Older buildings in Deira, Bur Dubai, and Al Karama often have no formal permit system at all. You coordinate directly with the building watchman or security guard. But even then, showing up with your movers' trade license avoids problems.

The Move-Out Permit: Getting Your Deposit Back

Move-out permits mirror the move-in process, but the real question everyone asks is: when do I get my deposit back?

Here's the reality:

  • Emaar: 30–45 days after building inspection confirms no damage
  • Nakheel: 15–30 days, typically faster than Emaar
  • Dubai Properties: 30 days
  • Smaller developers: Varies wildly — some refund in a week, others take 60 days

Document everything before your move-out. Take timestamped photos of every room, every wall, every appliance. Common Mistakes That Delay Your Permit

After processing permits for thousands of moves, these are the issues we see repeatedly:

  1. Applying too late. Three working days is the absolute minimum. Five is safer. During peak season (September–October), Emaar permits can take a full week.
  2. Expired mover documents. Your moving company's trade license renews annually. If it expired last month, the permit gets rejected. Always ask for current documents.
  3. Wrong unit number. Sounds basic, but Dubai uses different numbering — Emaar might list your apartment as "2BR-1204" while your contract says "Apartment 1204." Match exactly what the portal shows.
  4. Forgetting the Ejari certificate. Some buildings won't process the permit without proof of Ejari registration. Get this done first.
  5. Not booking the elevator for internal moves. Moving between units in the same building? You still need a permit. Both a move-out from the old unit and a move-in for the new one.

The permit includes elevator access, but here's something most people don't realise: you're sharing the service elevator with every other move happening that day. In large towers with 40+ floors, the service elevator is also used for maintenance, deliveries, and construction work.

Buildings like Cayan Tower in Dubai Marina have a single service elevator for 73 floors. If two moves are booked on the same day, one gets the morning slot and one gets the afternoon. Miss your slot, and you're rescheduling — possibly by a week.

Our advice: Book the earliest available slot. A move that starts at 8 AM has buffer time if things run long. A move that starts at 1 PM has a hard stop at 5 PM when security locks the service elevator.
