An international move from Dubai is fundamentally different from relocating within the UAE. You are not just hiring a truck — you are coordinating sea freight logistics, customs documentation in two countries, visa administration, and potentially moving pets and vehicles. Starting less than 6 weeks before your departure date almost always causes delays or added costs.

The key decision is what to ship versus what to sell. Shipping is economical for large, high-value items (sofas, dining sets, beds, wardrobes, appliances). It rarely makes financial sense to ship flat-pack furniture, old appliances, or items worth less than AED 500 — the freight cost per item exceeds the replacement cost. Sea Freight Options: LCL vs FCL

There are two main sea freight options from Jebel Ali Port (Dubai's primary cargo port):

LCL (Less-than-Container-Load): Your goods share a shipping container with other shipments. Charged by cubic metre. This is the right choice for smaller volumes (up to 15 CBM / approximately a 2-bed apartment's shippable contents). Goods are consolidated at a depot in Dubai before loading, and deconsolidated at destination. LCL adds 7-14 days for consolidation/deconsolidation on both ends.

FCL (Full-Container-Load): You fill an entire 20-foot or 40-foot container exclusively with your goods. More cost-effective for larger moves (3+ bedrooms). The container is sealed at your home, transported to Jebel Ali, shipped, and delivered to your destination address. No consolidation delay.

All prices include origin packing, loading, Jebel Ali port charges, sea freight, and destination port charges. Destination customs clearance, delivery, and unpacking are typically charged separately by the destination agent.

UK: Transfer of Residence (ToR1) Relief

UK residents returning from abroad can import household goods duty-free and VAT-free under Transfer of Residence (ToR) relief, provided conditions are met:

  • You have been resident outside the UK for at least 12 consecutive months
  • The goods have been owned and used by you for at least 6 months abroad
  • You are moving the goods within 12 months of taking up UK residence
  • You must not sell or lend the goods within 12 months of import

To claim ToR relief, complete HMRC form ToR1 (downloadable from gov.uk) and submit to HMRC National Clearance Hub at least 14 days before arrival. Your UK destination agent will handle customs submission using your ToR approval reference. Without ToR1, you may face UK customs duty of 2.7-4% and 20% VAT on declared goods value.

USA: CBP Form 3299 and ISF Filing

Shipping household goods to the USA requires two main filings:

  1. CBP Form 3299 (Declaration for Free Entry of Unaccompanied Articles): Declares household goods for duty-free import. Complete Part I (returning resident or immigrant) and attach a detailed packing inventory. Submit to your USA customs broker at least 72 hours before vessel arrival.
  2. Importer Security Filing (ISF 10+2): Must be filed 24 hours before vessel departure from Jebel Ali. Your freight forwarder handles this on your behalf.

Restricted items for US import include firearms (separate licence), alcohol over certain limits, and fresh food. Your international moving company will provide a prohibited items list during the survey. Processing at a US port of entry typically takes 3-7 business days for household goods with complete documentation.

Australia: Biosecurity Requirements

Australia has the world's strictest biosecurity rules for imported household goods. The Australian Border Force (ABF) and the Department of Agriculture, Fisheries and Forestry (DAFF) require:

  • Quarantine declaration: Declare all wood, natural fibre, and organic materials in your packing inventory
  • Restricted items: No soil, fresh plant material, untreated wood products, or certain animal products
  • Wooden furniture: All wooden items are inspected (or fumigated at your cost) — budget AUD 200–600 for potential treatment
  • All containers are X-rayed: Some are selected for physical inspection — add 2-5 business days if your container is selected

  3. Week 4-6: Pack and label non-essential items; prepare customs documentation (ToR1 for UK, packing inventory for USA/AUS)
  4. Week 2-4: Professional packing of remaining items; container loading; handover of goods to freight agent
  5. Week 1-2: Return DEWA deposit (allow 7-10 days), cancel district cooling, disconnect internet, submit Ejari cancellation
  6. Departure week: Final utility meter readings, collect apartment NOL card and security deposits, clear Salik tags
