What Is Tasdeeq and Why Is It Mandatory?
Tasdeeq (تصديق) is the official tenancy contract registration system for the Emirate of Ajman, administered by the Ajman Real Estate Regulatory Agency (ARRA). Just as Dubai requires all tenancy contracts to be registered through Ejari, Ajman law mandates that all residential and commercial rental agreements be registered via Tasdeeq before they carry legal enforceability. Without a registered Tasdeeq contract, tenants cannot legally connect utilities via EtihadWE (Ajman's utility provider), and landlords cannot legally pursue rent recovery through Ajman courts.
ARRA was established under Ajman Emiri Decree No. 8 of 2008 and the Tasdeeq system has been progressively digitised since 2020. As, registration is primarily done via the ARRA digital portal (arra.gov.ae), with in-person service available at the ARRA office in Ajman City Centre area. The registration must be completed within 30 days of signing the tenancy contract — delays attract a late registration surcharge.
Tasdeeq vs Ejari vs Sharjah's SRERD: How They Differ
All three UAE emirates have tenancy registration systems, but they work differently:
| Feature | Dubai (Ejari) | Ajman (Tasdeeq) | Sharjah (SRERD) |
|---|---|---|---|
| Governing body | RERA / Dubai REST | ARRA | SRERD |
| Base fee | AED 220 | AED 400 + 2% of annual rent | AED 360 + 2% of annual rent |
| Renewal required? | Yes (annually) | Yes (annually) | Yes (annually) |
| Utility dependency | DEWA requires Ejari | EtihadWE requires Tasdeeq | SEWA requires SRERD |
| Portal | Dubai REST app | arra.gov.ae | srerd.gov.ae |
Ajman's Tasdeeq is more expensive than Dubai's Ejari for higher-value rentals because of the 2% of annual rent fee. For an Ajman apartment renting at AED 30,000/year, the Tasdeeq fee is AED 400 + AED 600 (2%) = AED 1,000. For an AED 50,000/year apartment, it's AED 1,400. Budget accordingly.
Step-by-Step Tasdeeq Registration Process
Here is the complete process for registering a residential tenancy in Ajman via the ARRA portal:
- Create an ARRA portal account at arra.gov.ae using your Emirates ID number, mobile number (for OTP), and email address
- Select "Register New Tenancy Contract" and enter the property details (Ajman municipality number, plot number, or building name)
- Enter tenancy details: Contract start/end date, annual rent amount, number of cheques, tenant and landlord Emirates IDs
- Upload required documents (see list below)
- Pay the Tasdeeq fee online by credit/debit card (the 2% + AED 400 base fee)
- Receive digital Tasdeeq certificate by email within 1-3 business days (most applications are processed same-day if documents are complete)
- Use the Tasdeeq certificate to apply for EtihadWE utility connection
Documents Required for Tasdeeq Registration
Gather these documents before starting your application to avoid rejection:
- Tenant: Emirates ID (front and back), valid residency visa page from passport
- Landlord: Emirates ID (if individual), or trade licence (if company landlord), title deed or property ownership proof
- Tenancy contract: Must be signed by both parties, include start/end date, annual rent amount, and number of rent cheques
- For corporate tenants: Additional trade licence and authorisation letter required
- For multiple tenants: All tenants' Emirates IDs and written consent that one tenant is the primary contract holder
Common Tasdeeq Rejection Reasons
Based on our clients' experiences with Ajman moves, these are the most frequent causes of Tasdeeq application rejection or delay:
- Mismatch in property details: The property municipality number on the contract doesn't match ARRA's database — verify the number on the title deed, not just the building name
- Expired Emirates ID: Even one day of expiry triggers rejection. Renew your Emirates ID before applying (ICA Smart app, 5-7 business days for new card)
- Unsigned/incomplete contract: Both tenant and landlord must sign all pages. Contracts with missing pages or incomplete details are rejected
- Rent amount mismatch: The rent figure on the tenancy contract must exactly match what you enter in the portal (including the currency and exact AED figure)
- Landlord's title deed not updated: If the property was recently transferred, ARRA's database may not yet reflect the new owner — ask your landlord to confirm with ARRA first
EtihadWE Utility Connection: The Tasdeeq Dependency
EtihadWE (formerly AADC — Abu Dhabi Distribution Company in Ajman) is Ajman's electricity and water authority. A valid Tasdeeq certificate is mandatory to open a new EtihadWE account. Without it, the utility cannot be connected in your name. The process:
- Visit an EtihadWE customer service centre with your Tasdeeq certificate, Emirates ID, and passport copy
- Pay a refundable security deposit: AED 1,500 for a studio or 1-bed, AED 2,000–3,000 for larger apartments
- Connection is activated within 1-3 business days

Frequently Asked Questions
How much does Tasdeeq cost in Ajman?
Tasdeeq registration costs AED 400 as a base fee, plus 2% of the annual rent. For a 1-bed apartment at AED 25,000/year, the total is AED 900 (AED 400 + AED 500). For a 2-bed at AED 40,000/year, it's AED 1,200. Registration must be renewed annually when your tenancy contract renews. Late registration (after 30 days of contract signing) attracts an additional surcharge.
Can I connect EtihadWE without a Tasdeeq certificate?
No — EtihadWE (Ajman's electricity and water authority) requires a valid Tasdeeq certificate to open a new account. This makes Tasdeeq registration the first priority after signing your Ajman tenancy contract. Without utilities, you cannot move into the property practically. Apply for Tasdeeq immediately after signing to avoid delays — most applications are processed within 1-3 business days with complete documents.
Is Tasdeeq the same as Ejari?
Tasdeeq and Ejari serve the same purpose — mandatory tenancy contract registration — but they are separate systems. Ejari is Dubai's system (administered by RERA, AED 220 fee, via Dubai REST app). Tasdeeq is Ajman's system (administered by ARRA, AED 400 + 2% annual rent, via arra.gov.ae). A Dubai Ejari certificate has no validity in Ajman and vice versa. Each emirate requires its own registration.
